TEXAS TWP., WAYNE COUNTY (WBRE/WYOU) — A man is facing charges after state police say he was caught recording and touching a child at Walmart.
According to Pennsylvania State Police, on August 24, around 8:30 p.m., troopers were called to Walmart on Old Willow Avenue to investigate the indecent behavior of a man working for a third party at Walmart.
Troopers investigate restaurant burglary in Luzerne County
Surveillance cameras showed the suspect, later identified as David Hipsman, 30, of White Mills, approach a 9-year-old girl near the DVD section. PSP stated the footage showed Mills placing his phone under her dress, and then touching the victim's leg, startling her.
Hipsman was arrested and taken to the Wayne County Correctional Facility on a $50,000 monetary bail. He has been charged with indecent assault, corruption of minors, and other related offenses.
State police noted that the investigation is ongoing.
