Balance of power in Pa. Capitol at stake in election

HARRISBURG — Top-of-ballot races command most of the electorate’s attention ahead of the election but down-ballot, Pennsylvania voters will determine whether Republicans win back majority control of the state House and whether Democrats make inroads toward taking command of the state Senate.
