HARRISBURG — The Pennsylvania General Assembly wrapped three weeks of budget hearings Thursday with Secretary of the Budget Uri Monson testifying in both the state House and Senate about the feasibility and impact of Gov. Josh Shapiro’s $51.5 billion proposal for the commonwealth’s General Fund.
