NORTHUMBERLAND — A Northumberland man and a Mount Carmel woman face a combined 44 counts of felony aggravated cruelty to animals after authorities say they discovered three dead dogs frozen to the ground at a home in Point Township and another nine dogs starved and near dead inside the residence.
