HARRISBURG — A renewed attempt to enact a gift ban in the Pennsylvania General Assembly is described by the bill’s author as the “No Mercedes Rule” but if enacted, an unlikelihood given the effort’s history, it would set in law restrictions on state legislators far more stringent than accepting extravagant gifts.
