Josh Shapiro brushed aside questions Tuesday about Republican Treasurer Stacy Garrity announcing a bid to become the next governor, saying he’s instead focused on the budget stalemate and repercussions for kids and adults in Philadelphia, where public transit is facing service cuts and fare hikes.
