Tom Horner arrived at Ground Zero when it was still a shocking scene of destruction and death. Horner, then a member of the Johnstown Fire Department, arrived mere hours later, on Sept. 12, when the World Trade Center site was filled with building debris, mangled vehicles and still-unsettled dust.
