HARRISBURG — Commonwealth Secretary Al Schmidt spoke Tuesday of behaving with control and respect at the polls as election day approaches, and he asserted that Department of Justice monitors deployed to Pennsylvania to observe election administration are granted no more access than anyone from the public should expect.
