PITTSTON, LUZERNE COUNTY (WBRE/WYOU) — A driver is facing DUI charges after he fled the scene of a hit-and-run crash where a 13-year-old was left injured, police say.
According to the Pittston City Police Department, on June 7, around 10:00 p.m., officers were called to the 200 block of North Main Street for a teen hit by a car that fled the scene.
Police stated on the scene they found a 13-year-old boy lying on the sidewalk with a leg injury and screaming in pain. A witness to the incident told officers that he and the victim were riding their bikes when a car accelerated behind them and hit the victim.
The witness began recording the incident and police said the driver was seen exiting his car, aggressively pointing his finger and shouting at the witnesses. The driver then fled the scene, according to court documents.

Through further investigation, the driver was identified as Raymond Insalaco, 53, of Pittston, and was later found walking on Parsonage Street in Hughestown.
Insalaco told officers he was turning into his driveway when he saw the two teens on their bikes and he "didn't know what happened and the kids were telling him he hit one of them," as stated in the affidavit.
Officers noted in the affidavit that Insalaco's breath smelled of alcohol and he did admit to drinking three hours before the incident. Blood results showed that Insalaco had a BAC count of 0.128%, which is over the PA legal limit of .08%.
Insalaco has been charged with accidents involving death, DUI, and other related offenses.
