WILKES-BARRE, LUZERNE COUNTY (WBRE/WYOU) — A Wilkes-Barre man is charged with possession and dissemination of child pornography after over 2,000 pictures/videos were found on his phone, according to Luzerne County detectives.
According to an affidavit, on September 3, authorities received three CyberTips reporting Mark Dutter, 32, of possession and dissemination of photos and videos depicting suspected child sexual abuse material.

When interviewed by detectives on September 4, Dutter admitted to receiving and sending images and videos of child sexual abuse materials to unknown individuals in order to get more materials, as stated in court records.
Dutter then signed a consent warrant to search his mobile devices which investigators found in excess of 2,000 pictures and videos mainly located on a micro-SD card within the device.
Police have charged Dutter with 50 counts of child pornography and other related offenses.
