Roofing firm fined $467K for reported safety violations

WILKES-BARRE, LUZERNE COUNTY (WBRE/WYOU) — The U.S. Department of Labor says it cited a Wilkes-Barre roofing contractor and fined him over $400,000 for exposing workers to dangerous falls at a Lackawanna County worksite.

According to the Occupational Safety and Health Administration, they have designated Luis Alberto-Reyna Avila's business, 3 Guys Home Improvement Inc., a 'severe violator.'

Investigators stated they initiated an inspection of Avila’s business in September 2024, after a complaint was received for "imminent danger," claiming workers were being exposed to fall hazards.

Officials have cited the company for the following:

Two willful violations for lack of fall protection and failure to ensure the use of personal protection equipment

10 serious violations for improper labeling on flammable containers

Working near energized power circuits and improper use of ladders

The company has been added to OSHA’s Severe Violators Enforcement Program, and Avila has been fined $467,000.

The department said the company has 15 business days from receipt of its citations and penalties to comply with or contest the findings before the independent Occupational Safety and Health Review Commission.
