Child wanders street alone, home in deplorable conditions, police say

WILLIAMSPORT, LYCOMING COUNTY (WBRE/WYOU) — Police say an apartment was found in deplorable conditions after a 4-year-old was found walking alone, causing two people to face charges.

According to the Williamsport Bureau of Police, 28-year-old Dominique Scott and 29-year-old Kawne Hall are being charged after officers were called to the 1600 block of Sherman Street for a "4-year-old autistic child wandering alone in the middle of the road and in a state of undress."

Officers said once on the scene, they saw the child was not wearing shoes, socks, or a shirt, and only had on "extremely filthy" pants. 

Through further investigation, officers and Lycoming County Children and Youth Services Caseworkers found the apartment where the child was living and discovered the door wide open.

Inside, police stated the apartment was in "deplorable and unlivable condition" with garbage, food, dirty dishes, and other items on the floors.

The child's parents, Scott and Hall, were found asleep on the living room couch, along with two other children, ages 7 and 8, who were inside the apartment and not at school, as stated in the release.

CYS took custody of all three children, and city code officials were called to address the condition of the home.

Scott and Hall were arrested and charged with endangering the welfare of children and other related charges. Both were taken to the Lycoming County Prison on a $25,000 bail each.
