SCRANTON, LACKAWANNA COUNTY (WBRE/WYOU) — A man has been arrested after police say a woman told them he exposed himself to her while she was walking around the track at Weston Field in Scranton.
On Wednesday, just before 4:00 p.m., Scranton police approached Emsley Jerome Hubbard, 48, who is listed as homeless, at Weston Field as he was lying in the grass next to the bleachers. Police asked Hubbard if he had exposed himself to which police say he responded “it may have fallen out of the hole in his pants.”

According to the affidavit, the woman was walking around the track when Hubbard allegedly told her to approach him during her first lap. Police go on to say that when the victim came around the second time, Hubbard had his genitals out of his pants and was “handling” them.
Police noted that at the time of the incident there were at least five children within eyesight in broad daylight.
Hubbard was placed in handcuffs and transported to Lackawanna County Prison where he was unable to post bail.
He is facing charges of indecent exposure and open lewdness.
