Two more charged in case of body found in garbage bags

WILLIAMSPORT, LYCOMING COUNTY (WBRE/WYOU) — Two more people have been charged in a case where a body was found in garbage bags on Interstate 80.

Police have charged Rahsaan Goines, 25, of Newark, New Jersey, and his mother, Chata Harris, 49, of Williamsport, in relation to the death of 19-year-old Kevin Cagle after his body was discovered in garbage bags along Interstate 80 in Montour County in October of 2023.

Police had previously charged 52-year-old Davere Andre McClain, of Williamsport, with the killing and dismembering of Cagle. Charging him with criminal homicide, aggravated assault, abuse of corpse, and other related charges.

Now, police have filed charges against Goines and Harris in relation to the death of Cagle, saying the incident took place at Harris' Fifth Avenue home in Williamsport.

Police say Goines allegedly helped McClain with the hiding of the body, as well as witnessing the death of Cagle.

Investigators say they used DNA analysis from a black face mask found near the body to identify Goines.

Police say the death of Cagle happened in Harris' home, and say she found the body in her basement, did not report it to police, and told McClain to get it out of her house.

Goines has been charged with abuse of a corpse, tampering with evidence, hindering the apprehension of another, and other related charges.

Harris has been charged with tampering with evidence, hindering the apprehension of another, possession of an instrument of crime, and other related charges.
