High-tech cameras aid in tracking Terence Ray's movements

HAZLETON, LUZERNE COUNTY (WBRE/WYOU) — We are learning more tonight about the arrest of a Hazleton man who was the focus of an 11-day police manhunt after he allegedly murdered a woman.

The I-Team has confirmed that 55-year-old Terence Ray is in custody in New York after being nabbed by U.S. Marshals and Pennsylvania State Police early Thursday morning.

Ray is accused of murdering 39-year-old Jessica Lockwood at his Hazleton home.

He is accused of the brutal murder of 39-year-old Jessica Lockwood from the Hazleton area two weeks ago.

55-year-old Terence Ray was arrested early Thursday morning near New York City by the U.S. Marshals and Pennsylvania State Police Fugitive Task Force.

Investigators say he was taken into custody without incident. He was denied bail and is being held on what's called a "Fugitive from Justice Warrant."

Ray is accused of murdering 39-year-old Jessica Lockwood inside his home on Muir Avenue in Hazleton on Saturday on April 26, and then setting her body on fire on Club 40 Road.

Her body was found the next morning. An autopsy determined she died from a gunshot wound and blunt force trauma. Police searched Ray's home and say they found evidence linking him to Lockwood's murder.

According to a criminal complaint, investigators were able to track Terence Ray's every move from the alleged crime scene here on Muir Avenue where he allegedly murdered Lockwood by using the hi-tech flock camera system right here to Club 40 Road.

This flock camera and others relocated on Club 40 Road in the city of Hazleton. In fact, it might have been this camera itself that tracked Ray's movement to Club 40 Road almost pinpointing his vehicle's location to where the body was found.

"They are a steady camera that records the vehicle as they pass and makes that information available to us," explained Chief Bill Feissner, Butler Township Police Department.

Butler Township Police Chief Bill Feissner is not involved in the Lockwood murder investigation, but his police force is connected to the flock camera system that are located on all major access roads in the Hazleton area. The cameras take pictures of all vehicles and their license plates.

"If the vehicle is stolen, if the person has warrants, then that vehicle is alerted. Law enforcement, participating law enforcement are alerted that the vehicle is in the area," said Feissner.

The cameras can also clear people of any connection to a crime.

"They're also used to eliminate people from crimes that we're able to verify alibis very easily when people say they weren't at a crime scene," added Feissner.

It's unclear if Terence Ray will fight extradition to Luzerne County to face murder charges in the death of Jessica Lockwood. I'm told from sources close to the case that they expect Ray to be brought back to northeastern Pennsylvania sometime early next week.
