Man accused of plotting to kill chief of police

CLINTON COUNTY (WBRE/WYOU) — Police say a man allegedly tried to plot the murder of a local Pennsylvania police chief.

In May, a confidential informant working with Lock Haven City Police heard that a man identified as Kevin Fournier, 45, of Jersey Shore, wanted to speak with someone about killing the Pine Creek Township Police Chief David Winkleman, police reported.

According to the affidavit, Fournier blamed Chief Winkleman for his arrest in May 2024, and officers discovered pictures and videos of Winkleman on duty and in his patrol car at Fournier’s home.

Court documents state some of the messages Fournier is accused of sending are as follows: "I just want him! I wanna hurt him, because the system ain’t gonna touch him! Well, because of him, I’ll be jobless and homeless. So, I’ll have nothing in the world to lose and nothing but (expletive) time to make his life hell."

Police say they also learned Fournier had searched on the internet, the McDonald's where Winkleman would take his breaks, and law enforcement response times for police shootings.

Fournier is being charged with criminal solicitation to murder a law enforcement officer, terroristic threats, and other related offenses.
