HARRISBURG — Four Pennsylvanians needing daily in-home care for intellectual and developmental disabilities sued the state Department of Human Services Office of Developmental Programs on Wednesday, arguing that two rules concerning Medicaid jeopardize their quality of life and would force relatives to provide care without reimbursement.
